The Executive Committee,Having studied the report on the request of the Latin American Association of Pharmaceutical Industries (ALIFAR) presented by the Standing Subcommittee of the Executive Committee charged with reviewing applications presented by Inter-American nongovernmental organizations interested in establishing official working relations with the Pan American Health Organization; and
Considering that the provisions of Resolution XXVIII of the XIV Pan American Sanitary Conference and Resolution XX of the XX Pan American Sanitary Conference have been complied with,
1. To authorize the establishment of official working relations between the Latin American Association of Pharmaceutical Industries (ALIFAR) and the Pan American Health Organization.
2. To request the Director to convey this decision to ALIFAR and to advise it of the privileges and responsibilities conferred by that status.
3. To request the Chairman of the Executive Committee to advise the Directing Council of this resolution.

The Executive Committee,Having examined the document presented by the Director on the study of the functions of the Area Offices of the Pan American Sanitary Bureau (Document CE88/20).
1. To thank the Director and to take note of his progress report.
2. To request the Director to take into consideration the comments made during the discussion of this topic at the 88th Meeting of the Executive Committee, in order to continue the process of studying the Area Offices.
3. To recognize that the results of the self-audits that have already been carried out provide important basic information for the continuation of the proposed study, with government participation, in accordance with operative paragraph 2 of Resolution XII of the XXVIII Meeting of the Directing Council.

The Executive Committee,Having considered the report of the Director on the collection of quota contributions (Document CE88/13 and Add. I);
Noting that, of the three countries with approved payment plans for liquidating their arrears, only one had made a partial payment by the time of the Executive Committee Meeting;
Considering the importance of prompt and full payment of quota contributions to assure the financing of the authorized program and budget and to maintain the Organization in a sound financial position; and
Bearing in mind the provisions of Article 6.B of the Constitution of PAHO relating to the suspension of voting privileges of Governments failing to meet their financial obligations,
1. To take note of the report of the Director on the collection of quota contributions (Document CE88/13 and Add I).
2. To thank the Governments that have already made payments in 1982, and to urge the other Governments whose legal circumstances so permit to pay their current quotas as early as possible in the year they are due, so that the work of the Organization can continue and the financial burden of its program can be spread fairly among all Members.
3. To request the Director, when reporting in future to the Governing Bodies on the collection of quota contributions, to itemize the payments actually made each year by countries in arrears even if such payments are to be charged to earlier fiscal years.
4. To request the Director to have a study made on the desirability and the means of bringing the rules applied in this area in PAHO into line with those of WHO, and to present it to the 90th Meeting of the Executive Committee.
5. To request the Director to continue to inform the Governments of any balances due and to report to the XXI Pan American Sanitary Conference on the status of the collection of quota contributions.

Recognizing that the Organization continues to be in a sound financial condition,
1. To take note of the Financial Report of the Director and Report of the External Auditor for the Biennium 1980–1981 (Official Document 182).
2. To transmit the Financial Report of the Director and Report of the External Auditor for the Biennium 1980–1981 to the XXI Pan American Sanitary Conference.
3. To commend the Director for having maintained a sound financial situation and to thank the External Auditor for the report presented.

Taking into consideration the provisions of the Procedure and Guidelines for conferring the Award; and
Considering the importance of encouraging a higher level of competence in the administration of health services,
1. To note the decision of the Award Committee to confer the PAHO Award for Administration, 1982, on Dr. Julio César Mérida de León of Guatemala for his work in the organization and conduct of programs for the prevention and control of communicable diseases and for his influence in strengthening and modernizing the administration of general health services.
2. To transmit the report of the Award Committee of the PAHO Award for Administration (Document CE88/8, Add. I) to the XXI Pan American Sanitary Conference.

Considering that the adoption of such an amendment would give uniformity to the Rules of Procedure of the three Governing Bodies,
To adopt the following text for Rule 34 of the Rules of Procedure of the Executive Committee:
Rule 34
In an election each representative, unless he abstains, shall vote for that number of candidates equal to or less than the number of elective places to be filled. Any ballot paper on which there are more names than there are elective places to be filled, or on which the name of any candidate appears more than once, or which is illegible or signed or which reveals the identity of the voter shall be considered null and void.

Recalling Resolution XXXIV of its 86th Meeting; and
Considering that the adoption of the proposed amendments would facilitate the conduct of business at meetings of the Pan American Sanitary Conference,
To recommend to the XXI Pan American Sanitary Conference that it approve, for the Rules of Procedure indicated below, the following wording: 1 (For text recommended by the Executive Committee and adopted by the Pan American Sanitary Conference, see Resolution CSP21.R4.)

The Executive Committee,In view of the difficulties encountered by Member Governments in achieving an appropriate provision of critical health supplies of good quality at reasonable costs;
Recalling Resolution XXIII of the XXVII Meeting of the Directing Council and Resolution XX of the 86th Meeting of the Executive Committee: and
Having considered the report of the Director (Document CE88/17) on the procurement of critical health supplies,
1. To reiterate the need that the countries review and revise their laws and regulations on the production, marketing, registration, and quality control of critical health supplies, and that they provide the resources needed for the implementation thereof.
2. To request the countries to furnish to the Pan American Sanitary Bureau periodic information on the work they are doing in these areas so that the experience of each country may be communicated to the others.
3. To urge the Member Governments to make use of the existing mechanisms for technical collaboration to benefit from the experience and resources of the established supply and quality control systems in the Region.
4. To request the Director to initiate, as soon as feasible, using primarily extrabudgetary resources, a pilot program providing to interested Member Governments specific information on the sources of supply and prices of selected essential supplies, and to reinforce the Pan American Health Organization information service on the effectiveness and toxicity of the supplies.

The Executive Committee,Having examined and discussed the progress report of the Director on capitalization of the Revolving Fund of the Expanded Program on Immunization (EPI) for the purchase of vaccines and related supplies; and
Bearing in mind Resolution XXI of the XXVI Meeting of the Directing Council with respect to the operations of the EPI Revolving Fun.

The Executive Committee,Having considered Document CE88/19, which contains a PAHO Classified List of Programs based on the Program Classification System established by WHO under the Seventh General Program of Work (Annex C), and a tentative percentage distribution for 1984–1985 of PAHO/WHO Regular resources by the new program classification system and by location (Annex D); and
Bearing in mind Resolution XVI of the XXVIII Meeting of the Directing Council which requests the Director to use new guidelines in formulating the draft program and budget for 1984–1985,

The Executive Committee,Having considered the amendments to the Staff Rules of the Pan American Sanitary Bureau submitted by the Director in the Annex to Document CE88/9;
Recognizing the need for uniformity of conditions of employment of PASB and WHO staff; and
Bearing in mind the provisions of Staff Rule 020,
1. To confirm the amendments to the Staff Rules of the Pan American Sanitary Bureau submitted by the Director in the Annex to Document CE88/9, except for Staff Rule 610.5, with effect from 1 January 1981, concerning the frequency of home leave, the frequency of children's travel, and the payment of a financial incentive, and with effect from 1 January 1982, the dissociation of entitlement to annual travel home from entitlement to removal of household goods and personal effects, the conditions for entitlement of children to a final one-way passage, and the method for determining separation payments for staff in the professional and higher-graded categories.
2. To request the Director to expedite, through the consultation machinery that exists in the Organization, the preparation of a clearer wording of Staff Rule 610.5, and to report on the matter to the next meeting of the Executive Committee.

The Executive Committee,Considering Resolution XXIX of the XXVIII Meeting of the Directing Council and Resolution II of the 87th Meeting of the Executive Committee on the plans for development of the Governor Shepherd site;
Having heard the report and recommendations of the Subcommittee of the Directing Council on the Governor Shepherd site, established in Resolution XXIX of the XXVIII Meeting of the Directing Council. Noting that due to financial and other circumstances, the project described in Resolution XXIX of the XXVIII Meeting of the Directing Council appears at this time not to be feasible or in the best interest of the Organization: Noting the need for more flexible authority to meet changing conditions and developments as they occur; and Acting pursuant to the authority vested in the Executive Committee by paragraphs 6 and 7 of Resolution XXIX of the XXVIII Meeting of the Directing Council,1. To express its thanks to the Director and the Subcommittee for the work accomplished in relation to the Governor Shepherd site. 2. To reaffirm the authority granted to the Director to pursue negotiations for development of the Governor Shepherd site, under the conditions and provisions set forth in paragraph 5 of Resolution XXIX of the XXVIII Meeting of the Directing Council. 3. To request the Director to develop comparative data on all feasible options for development of the Governor Shepherd site, including proposals already received, or appropriate revisions of those proposals, as indicated in the report of the Subcommittee, and to keep the Subcommittee informed of his progress. 4. To authorize the Subcommittee to make final recommendations regarding the final financial and other arrangements in proceeding with a new building, for consideration and approval by the full Executive Committee.

The Executive Committee, In view of the Director's report on the 22 April 1982 request for Observer status to PAHO received from the Inter-American Commission of Women, an inter-American specialized organization, Considering the importance of full discussions of the issue of women in health and development; and Bearing in mind the PAHO policies toward opening official relations with other intergovernmental organizations in the Hemisphere,1. To accord to the Inter-American Commission of Women ad hoc Observer status for the 88th Meeting of the Executive Committee, for the issue of women in health and development. 2. The Executive Committee, Having considered Document CE88/19, which contains a tentative allocation of $50,834,000 from the World Health Organization for the Region of the Americas for the biennium 1984-1985; and Bearing in mind the Classified List of Programs set forth in Annex 1 of Document CE88/19. The Executive Committee, Considering that Article 1 of the Constitution of the Pan American Health Organization states the fundamental purposes of the Organization to be "to promote and coordinate efforts of the countries of the Western Hemisphere to combat disease, lengthen life, and promote the physical and mental health of the people"; and Considering that the Director has reported on the impediments placed on the procurement through PAHO in one Member Country, for shipment to another, of supplies needed for the conduct of health programs, as set forth as an example in the Annex to this resolution,1. To express its concern that political and economic differences between countries could give rise to actions obstructive of the fundamental purposes of PAHO and the orderly conduct of the health programs of the countries in the Region. 2. To express its opposition to the application by any country in the Region of similar measures against other countries in the Americas. 3. To request the Director to take steps to solve the problems that have arisen in this regard, to send copies of the present resolution to the Member Governments, and to report on the result of his actions to the XXI Pan American Sanitary Conference.
