Having in mind that Article 8, paragraph E, of the Constitution of the Pan American Sanitary Organization provides that "the Council shall submit an annual report to the Participating Governments"; and
Considering that the procedure unanimously approved at the V and VI Meetings, whereby the Final Report of the Meeting and the Report of the Director of the Pan American Sanitary Bureau were transmitted to the Governments as the annual report, has in practice proved fully satisfactory to the Governments, and [that] it is desirable to continue to apply this procedure in the future,
To transmit to the participating Governments the final report of each meeting of the Directing Council, together with the Annual Report of the Director of the Pan American Sanitary Bureau, for the purpose of complying with Article 8, paragraph E, of the Constitution of the Pan American Sanitary Organization.

The Directing Council,Having studied in detail Resolution WHA6.44 of the Sixth World Health Assembly, Parts II and III of Resolution EB11.R50 of the Eleventh Session of the Executive Board of the World Health Organization, and the information supplied by the Director of the Pan American Sanitary Bureau on the replies of the other Regional Committees and the practice followed by other intergovernmental organizations,
To propose to the Seventh World Health Assembly the reimbursement of travel expenses of representatives attending Regional Committee meetings.

The Directing Council,Considering that the Executive Committee and the Director of the Pan American Sanitary Bureau have complied with paragraph 4 of Resolution VI on program and budget policy of the Pan American Sanitary Organization adopted by the Directing Council at its V Meeting;
Considering that the Executive Committee at its 16th Meeting adopted Resolution V approving the development of a long-range program; and
Considering that the Executive Committee has submitted to the Directing Council for approval certain guiding principles for continuous planning, requesting at the same time that the Director be entrusted with the preparation of budgets in harmony with this program,
1.To approve the development of a plan of long-range public health programs based on continuous survey and evaluation of the needs and the resources of the Member Countries, in conformity with Resolution V approved by the Executive Committee at its 16th Meeting, in order to:
a) Strengthen the fundamental services for the promotion and preservation of the health of the people in each country;
b) Provide means for the training of professional and sub-professional personnel for the health services of the Member Countries, and develop local and regional resources to this end; and
c) Coordinate and assist in the planning and operation of individual or regional programs for the eradication of communicable diseases, such as urban yellow fever, malaria, smallpox, syphilis, and yaws, which constitute a potential threat to the Hemisphere and for which there are suitable means of eradication.
2. To instruct the Director to prepare these programs, after due analysis, in harmony with future budgets.

The Directing Council,Taking into account the information provided in Document CE19/8 concerning the remuneration of the international staff members of the Pan American Sanitary Bureau; and
Considering the opinion of the Director and the action taken by the Executive Committee on this matter,
To concur in the expressed opinion of the Executive Committee that the existing principles governing the remuneration of the staff provide equitable remuneration for the internationally recruited staff assigned to the Washington Office and the Zone Offices.

Considering that measures to enable the international staff of the Pan American Sanitary Bureau to retain their positions in their own countries facilitate the recruitment of competent personnel and therefore assure a more effective performance of the functions of the Pan American Sanitary Bureau,
To suggest to the Member Governments of the Organization that they grant every facility to enable their experts to serve with the Pan American Sanitary Bureau and retain their positions, in accordance with existing legislation in the respective country.

1.To appropriate for the financial year 1954 an amount of $2,100,000, as follows:

2. [To approve that] amounts not exceeding the appropriations noted under paragraph 1 be [made] available for the payment of obligations, in accordance with the Financial Regulations of the Bureau, during the period 1 January to 31 December 1954, inclusive.
3.[To approve that] the appropriations as noted above be financed by contributions from the Member Governments, according to Article LX of the Pan American Sanitary Code.
4.[To authorize] the Director to transfer credits between parts of the budget, provided that such transfers of credits between parts do not exceed 10 per cent of the part from which the credit is transferred. Transfers of credits between these parts of the budget in excess of 10 per cent may be made with the concurrence of the Executive Committee. All transfers of budget credits shall be reported to the Directing Council.

The Directing Council,Having seen Document CE20/2 and Corrigendum I submitted by the Director of the Pan American Sanitary Bureau and containing the Summary of the Proposed Program and Budget of the Pan American Sanitary Bureau and the Proposed Program and Budget of the World Health Organization for the Region of the Americas for 1955;
Considering that Resolution V, approved at the 20th Meeting of the Executive Committee, which presents the aforesaid document to the Directing Council, recommends that it be approved;
Bearing in mind that the Summary of the Proposed Program and Budget of the Pan American Sanitary Bureau for 1955 is a preliminary draft that will serve as the basis for the preparation of the Proposed Program and Budget to be submitted by the Director to the 22nd Meeting of the Executive Committee for review and revision, and to the XIV Pan American Sanitary Conference in 1954 for approval; and
Taking into account the fact that the Proposed Program and Budget of the Region of the Americas has been submitted to the Directing Council, as Regional Committee of the World Health Organization, for review and recommendation for inclusion in the Proposed Program and Budget for 1955 of the Director-General of WHO, which will be submitted to the next World Health Assembly for consideration,
1. To approve the Summary of the Proposed Program and Budget of the Pan American Sanitary Bureau for 1955 as a preliminary draft that will serve as the basis for the proposed budget to be submitted by the Director to the 22nd Meeting of the Executive Committee.
2. To approve the Proposed Program and Budget of the World Health Organization for the Region of the Americas for 1955, and to request that the Director of the Pan American Sanitary Bureau transmit it to the Director-General of the World Health Organization so that he may take it into consideration when preparing the WHO Budget for 1955 and so that the Executive Board of WHO may formulate its observations and the Seventh World Health Assembly take action thereon.

To approve the following amendments to the Financial Regulations of the Pan American Sanitary Bureau:
a) [Revise] Article V, Regulation 5.2(b), to read:
(b) Contributions resulting from the assessment of new Member States under the provisions of Regulation 5.8; and contributions made by France, the Netherlands, and the United Kingdom on behalf of their territories in the Region of the Americas under the provisions of Resolution XL of the V Meeting of the Directing Council.

The Directing Council,Considering that various international organizations prepare plans for public health programs for the Americas, and [that] the Pan American Sanitary Bureau assists in the execution of many such programs at the request of some of these organizations;
Considering that the cooperation of the Bureau, which is preeminently technical, with agencies engaged in many different activities, creates certain internal difficulties for it, as was pointed out by the Director of the Pan American Sanitary Bureau in his annual report to the VII Meeting of the Directing Council (Document CD7/3);
Considering that the various Member Governments, which contribute to a number of international organizations, find it difficult to keep constantly in touch with the many matters to be considered with all the organizations, and [that] the negotiations relating to any program that must be carried out with their cooperation are prolonged; and
[Bearing in mind that] it is considered advantageous for the public health programs for the Americas to be concentrated in the American agency created especially for this purpose, namely, the Pan American Sanitary Organization, which also acts as the regional organ of the World Health Organization,
To instruct the Director of the Pan American Sanitary Bureau to make a study of this matter, in consultation with the Member Governments and the appropriate international organizations, with a view to finding practical solutions to the problem, and to present them to the XIV Pan American Sanitary Conference for reference and study.

The Directing Council,Having studied the first and second reports of the Permanent Subcommittee on Buildings and Installations (Documents CE19/11 and CE20/6) and Resolutions IV and III approved at the 19th and 20th Meetings of the Executive Committee, respectively,
1. To express its thanks to the Permanent Subcommittee on Buildings and Installations.
2. To approve the action taken to date by the Permanent Subcommittee.
3. To approve the recommendation of the Subcommittee, which was endorsed by the Executive Committee, to the effect that the construction work for the fourth floor of the building located at 1501 New Hampshire Avenue, N. W., not be undertaken at this time.
4.To leave the balance of money available from the approved allotment of $135,180, which is estimated to be approximately $17,000, for the maintenance and repair of the Headquarters buildings.

The Directing Council,Having reviewed Document CE19/9, on draft regulations on the promotion of personnel from within the Pan American Sanitary Bureau; and
Taking into account the decision of the 19th Meeting of the Executive Committee on this matter,
To concur in the decision of the Executive Committee that the preparation of regulations on the promotion of personnel from within the Pan American Sanitary Bureau is not necessary, in view of the existing provisions of the Staff Rules, which accomplish this purpose.

The Directing Council,Having studied the report of the Permanent Committee of the Executive Committee on Revision of the Constitution of the Pan American Sanitary Organization, and having heard the opinions expressed in plenary session by the representatives of the various Member Countries;
Taking into account that this is a problem of fundamental importance; and
Considering that the XIV Pan American Sanitary Conference will meet next year,
1. To take note of the status of the work done by the Permanent Committee of the Executive Committee on Revision of the Constitution of the Pan American Sanitary Organization.
2. To transmit to the Member Governments the report of the Permanent Committee (Document CPRC/32 and Annexes I and II) and the opinions received up to the present time.
3. To recommend that the Director of the Pan American Sanitary Bureau urge the Member Governments that have not already done so to present, at the earliest possible date, their comments on the revision of the Constitution.
4. To transmit the final report of the Permanent Committee on Revision of the Constitution to the XIV Pan American Sanitary Conference for study and decision.

The Directing Council,Considering the communication of the Director General of the National Health Service of Chile concerning the difficulties that sometimes arise in the acquisition of insecticides because of the necessity of making arrangements for exchange priorities, preferential exchange rates, and exemption from import duties, or because of export restrictions in the producer countries;
Considering Resolution WHA4.30 approved by the Fourth World Health Assembly and Resolution XXXVI adopted at the V Meeting of the Directing Council of the Pan American Sanitary Organization, as well as the decisions adopted at the III and IV Meetings of the Control Committee for the Sanitary Agreement between Bolivia, Chile, and Peru, which refer to various aspects of this subject;
Considering the need to continue promoting the use of insecticides on an increasingly wide scale because of their proven efficacy in the prevention of numerous diseases that seriously affect certain countries of the Americas, with obvious repercussions on economic and social conditions; and
Considering the export controls sometimes established by the producer countries for these substances,
1. To recommend to the Member Countries that they inform the Pan American Sanitary Bureau before December of each year of the insecticide quotas they will require for the execution of their campaigns in the following year.
2. To request the Director of the Pan American Sanitary Bureau to continue to negotiate with the Governments of the countries producing insecticides with a view to securing the facilities necessary for the exportation of insecticides without restriction.
3. To recommend to the Member Countries of the Pan American Sanitary Organization that they grant exchange priorities, preferential exchange rates, and exemption from import duties for insecticides on a permanent basis, as a means of effectively contributing to the improvement of the economic and social conditions of their peoples.
4. To thank once more, on behalf of the Pan American Sanitary Organization, the Governments of all the countries producing insecticides for their cooperation in this matter.

The Directing Council,Considering that the Director-General of the World Health Organization has brought to the attention of the Directing Council, Regional Committee of the World Health Organization for the Americas, Resolution WHA6.38 adopted by the Sixth World Health Assembly, inviting it to comment on the advisability of changes in the rights and obligations of Associate Members in Regional Committees;
Considering that at present there are no Associate Members in the Region of the Americas;
Considering that the Pan American Sanitary Organization now has the revision of its Constitution under study; and
Considering that it is not advisable to change the present situation until the definitive text of the aforesaid revision is approved,
To inform the Director-General of the World Health Organization, in reply to the inquiry received, that it is the wish of the Directing Council that no measures be taken to change the present situation with regard to the Regional Committee for the Americas.

The Directing Council,Considering the communication of the Director General of the National Health Service of Chile concerning the difficulties that arise with relative frequency in connection with air transportation and shipping priorities for materials and equipment to be used in the execution of public health programs;
Considering the decisions and resolutions adopted on this subject by the III and IV Meetings of the Control Committee for the Sanitary Agreement between Bolivia, Chile, and Peru; and
Considering the vital importance of rapid transportation in certain instances, such as epidemics, catastrophes, and emergency situations,
1. To recommend that the Director of the Pan American Sanitary Bureau request the cooperation of the International Civil Aviation Organization and the International Air Transport Association to the end that, in justified cases, they grant shipping priorities for materials and equipment to be used in the execution of public health programs or campaigns.
2. To request the Director of the Pan American Sanitary Bureau to undertake negotiations with the airlines with a view to obtaining a special rate for the transportation of such material and equipment intended for official use.

The Directing Council,Considering that the Constitution of the Pan American Sanitary Conference provides, among the functions of the Conference, that it shall serve as a forum for the exchange of information and ideas relating to the prevention of disease and the preservation of health; and
Considering that a detailed, methodical, and exclusively technical discussion of the reports submitted to the Pan American Sanitary Conference could prove extremely helpful in formulating national and international health programs in the Americas,
1. To reiterate to the Governments that it is desirable to have the four-year reports that they are to present to the XIV Pan American Sanitary Conference reach the Pan American Sanitary Bureau by 1 April 1954.
2. To authorize the Executive Committee to study the four-year reports of the Governments, establish the procedure to be followed for the seminar-type discussion of the reports, and set the time limit for discussion and the methods to be followed.

Considering that the Government of the Republic of Chile has expressed, through its Representative on the Directing Council, the wish that the XIV Pan American Sanitary Conference be held in Santiago, Chile,
1. To select Santiago, Chile, as the site of the XIV Pan American Sanitary Conference.
2. To request the Government of Chile and the Director of the Pan American Sanitary Bureau to set, by mutual agreement, the exact date in 1954 on which the Conference shall meet.
3. To express to the Government of the Republic of Chile its appreciation of this generous invitation.

1. To request the Director of the Pan American Sanitary Bureau to present to the XIV Pan American Sanitary Conference a report on the steps taken and the results obtained with respect to this matter.
2. To declare terminated the functions of the Committee on Economies and Decentralization, established by the Directing Council at its VI Meeting, and to express appreciation for the task it has performed.

The Directing Council,Having considered the inquiry submitted by the Director-General of the World Health Organization, on instruction from the Executive Board (Resolution EB12.R13), requesting suggestions and data from the Regional Committee to serve as the basis for a study of the measures that should be taken to carry out a world-wide campaign against smallpox,
To apprise the Director-General of the World Health Organization, for the information of the Executive Board, of the following:
1. That since 1950 the Pan American Sanitary Organization has considered as one of its basic programs the execution of campaigns for the eradication of smallpox throughout the Americas.
2. That [it is recommended that] the World Health Organization promote intergovernmental agreements, which have given most satisfactory results in the Region of the Americas, with a view to preventing border epidemics.
3. That the quality of the vaccine to be used and the conditions under which it is kept are of fundamental importance, especially wherever the vaccine is exposed to high temperatures, either in storage or in transit.
4. That [it is recommended that] the World Health Organization provide equipment and/or technical advice, in one or more of the usual ways, to promote the production of glycerinated or dry vaccine, according to the needs of the countries.
5. That it is recognized that each country applies the anti-smallpox campaign methods it deems best suited to its own conditions, but that it is advisable to utilize the administrative experience that experts acquire while carrying out such campaigns. In view of this fact, the World Health Organization should provide advisory service of this kind to the countries desiring to intensify or reorganize their programs.
6. That [it is desirable that] the World Health Organization recommend to the countries that, as far as possible, the anti-smallpox campaigns be an integral part of permanent, over-all public health programs, or the starting point for such programs.
