    The Executive Committee,

Having considered Document CE74/7 presented by the Director of the Bureau on the dates of the XXIII Meeting of the Directing Council of PAHO, XXVII Meeting of the Regional Committee of WHO for the Americas; and

Bearing in mind Article 14.A of the Constitution of the Pan American Health Organization and Rule 1 of the Rules of Procedure of the Directing Council,

Resolves:

To authorize the Director to convene the XXIII Meeting of the Directing Council of PAHO, XXVII Meeting of the Regional Committee of WHO for the Americas, to meet at the Headquarters building in Washington, D.C., from 29 September to 10 October 1975.

Having examined the provisional agenda (Document CD23/1, Rev. 1) prepared by the Director for the XXIII Meeting of the Directing Council of PAHO, XXVII Meeting of the Regional Committee of WHO for the Americas, presented as the annex to Document CE74/8, Rev. 1; and

Considering that Article 12, paragraph C, of the Constitution of the Pan American Health Organization and Rule 7 of the Rules of Procedure of the Directing Council provide that "The provisional agenda of the Council shall be prepared by the Director of the Bureau and submitted to the Executive Committee for approval,"

Resolves:

To approve the provisional agenda prepared by the Director for the XXIII Meeting of the Directing Council of PAHO, XXVII Meeting of the Regional Committee of WHO for the Americas.

    The Executive Committee,

Having examined the Financial Report of the Director and Report of the External Auditor for fiscal year 1974 (Official Document 135); and

Recognizing that the Organization continues to be in a sound financial situation,

Resolves:

1. To take note of the Financial Report of the Director and Report of the External Auditor for fiscal year 1974 (Official Document 135) and to transmit it to the Directing Council at its XXIII Meeting.

2. To again commend the Director for having achieved and maintained a sound financial situation.

    The Executive Committee,

Having considered the report of the Director on the collection of quota contributions (Document CE74/5 and Add.);

Noting that of the five countries with approved payment plans for liquidating their arrears, only three have made payments by the time of the Executive Committee Meeting;

Considering the importance of prompt and full payment of quota contributions to assure financing of the authorized program and budget and to maintain the Organization in a sound cash position;

Having heard the statements to the effect that delays in quota payments are a matter of grave concern to the countries, since the collection of quota contributions is vital if PAHO's activities are to continue; and

Bearing in mind the provisions of Article 6.B of the Constitution of PAHO relating to the suspension of voting privileges of Governments failing to meet their financial obligations,

Resolves:

1. To take note of the report of the Director on the collection of quota contributions (Document CE74/5 and Add.).

2. To thank the Governments that have already made payments in 1975 and to urge the other Governments whose legal circumstances so permit to pay their current quotas as early as possible in the year they are due so that the work of the Organization can continue and the financial burden of its program be fairly spread among all Members.

3. To again direct the attention of Governments to the provisions of paragraph 5.4 of Article V of the Financial Regulations of PAHO, which in part reads as follows: "Contributions shall be considered as due and payable in full...as of the first day of the financial year to which they relate.... As of 1 January of the following financial year, the unpaid balance of such unpaid contributions shall be considered to be one year in arrears."

4. To recommend to the Directing Council at its XXIII Meeting that it entrust a working group with the task of analyzing the general situation of quotas with a view to proposing procedures for improving the collection of quota contributions.

5. To request the Director to continue to inform the Governments of any balances due and to report to the Directing Council at its XXIII Meeting on the status of collection of quota contributions.

    The Executive Committee,

Bearing in mind that diarrheal diseases are the cause of high mortality in the Americas, especially in children under five years of age;

Taking into account that a virus which has been identified and classified at present in the "orbivirus" group appears to be of particular importance as the causative agent of diarrheal diseases; and

Considering that appropriate means of prevention and control are available,

Resolves:

1. To recommend to the Director of the Bureau that technical assistance be provided to countries so requesting it in studies of the magnitude and characteristics of enteric diseases; improving and developing laboratory procedures and techniques for diagnostic purposes; and use of effective methods of treatment, particularly in rural areas.

2. To request the Director to assist the countries in the education and training of health personnel at all levels, especially in laboratory techniques, diagnostic procedures, treatment, and control methods.

3. To emphasize the need for Governments to foster research aimed at gaining a more accurate knowledge of the etiology of diarrheas of unknown origin and to participate in such research.

4. To request the Bureau to prepare manuals on enteric disease control containing all the necessary technical information and suggesting different operational alternatives and strategies for the effective prevention and control of diarrheal diseases.

5. To urge the countries to promote the establishment of national or regional commissions for the control of enteric diseases including cholera, in order to ensure proper operation and improve epidemiological surveillance systems for diarrheal diseases.

    The Executive Committee,

Bearing in mind the resolutions of the Governing Bodies, in particular Resolution XXVI of the XIX Pan American Sanitary Conference;

Having taken note of the recommendations approved by the Directors of the National Malaria Eradication Services in Quito, Ecuador, in April 1975;

Recognizing the need to expand research and change the emphasis in the training of malariologists to bring it into line with the present situation of the programs of the countries of the Region; and

Concerned about procurement difficulties and the high cost of insecticides, spraying equipment, and antimalaria drugs, as well as the increase in operational costs,

Resolves:

1. To recommend to the Organization that it cooperate with the national programs in formulating a methodology for the investigation of the technical problems responsible for the persistence of malaria transmission and in establishing specific projects for the study of new control methods and experimental studies on chemotherapy and immunology.

2. To request the Governments and the Director of the Bureau to establish a program for the training of malariologists by means of postgraduate university courses with emphasis on general public health, epidemiology of malaria and other parasitic diseases, and vector control.

3. To request the Governments to allocate to the program such funds as will enable it to offset the increases in the cost of goods and services and, if necessary, to apply to international assistance agencies.

4. To highlight the approaches at present being made by the Governments of Central America and Panama to the Central American Bank for Economic Integration with a view to obtaining credits to improve the financing of their malaria programs, and to request the Director to support and activate those approaches.

    The Executive Committee,

Bearing in mind that a large-scale epidemic of meningococcal meningitis has occurred in the Americas and that high rates of the disease are also being recorded in other regions of the world; and

Considering the danger of the spread of the disease to countries and areas that are free of it,

Resolves:

1.To request PASB to organize seminars and training courses on clinical diagnosis, systems of epidemiological surveillance, laboratory diagnostic procedures, including typing and antibiotic resistance tests, and treatment of the disease.

2.To request the Bureau to keep up to date the handbook on epidemiological surveillance and control of meningococcal disease in epidemic conditions and to give it a wide distribution.

    The Executive Committee,

Bearing in mind the resolution of the United Nations General Assembly (2037 (XX)), and the objectives of the Second Development Decade calling for the promotion in youth of ideals of peace, mutual respect, and understanding between peoples; and

Aware that the health and welfare problems of youth are a growing concern of the Governments since they affect families as well, and prevent them from taking an active role in community activities,

Resolves:

1. To recommend to the Directing Council at its XXIII Meeting that it request Governments to assign appropriate priority to the health care of youth, in accordance with the problems and specific needs of each country.

2. To request the Director of the Bureau that, in order to attain the above-mentioned objective, a diagnosis be made of the present health status of youth groups; plans be formulated for activities of health protection of youth, as part of general health programs; and the necessary manpower be trained so as to carry out those activities as well as biomedical and social research.

3. To instruct the Director that, in collaboration with other international agencies, an intersectoral action plan be defined which would make it possible to promote the health and welfare of young persons as valuable members of every community.

    The Executive Committee,

Considering that in recent years considerable progress has been made in the measles, whooping cough, tetanus, diphtheria, poliomyelitis, rubella, and tuberculosis immunization programs;

Recognizing that effective immunization levels have still not been achieved in many countries and that it has been difficult to maintain those levels; and

Taking into account the need to achieve the goals of the Ten-Year Health Plan for the Americas, 1

Resolves:

1. To request the Director of the Bureau, in collaboration with the Governments, to carry out an analysis of the present status of the immunization programs against the above-mentioned and other diseases.

2. To recommend to the countries that they initiate, intensify, or expand their programs to ensure that they achieve effective levels, have appropriate coverage, and are conducted regularly.

3. To request the Director to promote the channeling of funds from other institutions with a view to intensifying these programs.

4. To request the Bureau to give priority to the training of personnel in the use of systems for preserving vaccines.

5. To recommend to the Bureau that it prepare up-to-date immunization manuals which would be given wide distribution.

6. To request the Director to take the necessary steps to organize an epidemiological information and surveillance system for monitoring the immunologic status of the Continent.

Bearing in mind the present status of chronic noncommunicable diseases in the Hemisphere,

Resolves:

To recommend to the Directing Council that at its XXIII Meeting it approve a resolution worded as follows: 1 (For text recommended by the Executive Committee and adopted by the Directing Council, see Resolution CD23.R24.)

    The Executive Committee,

Bearing in mind the relative increase in disabilities all over the world as a result of increasing life expectancy;

Considering the importance of reducing to a minimum the socioeconomic effects of disabilities in communities of every kind; and

Having taken note of the request by the United Nations Economic and Social Council, at its 58th Session (1975), to the World Health Organization for more assistance in the field of disability prevention and rehabilitation services, and of the positive response by WHO,

Resolves:

1. To recommend to the countries that they include in their overall health program services for the prevention of all kinds of disabilities, including locomotor, cardiopulmonary, sensory and mental handicaps, and rehabilitation of the disabled.

2. To recommend to the countries that they organize continuing education services, promote the reintegration of the disabled in the labor force, and request the Director to furnish such technical assistance as may be required to implement them.

3. To request the Bureau to continue to study the most effective and economical ways and means of providing rehabilitation services, from basic primary care for rural communities to the most sophisticated care in urban areas.

    The Executive Committee,

Recognizing the importance of water-supply and sanitation programs, both urban and rural, to socioeconomic development;

Bearing in mind that despite the progress that has been made in provision of water supply and sanitation services during the first half of the decade of the Ten-Year Health Plan for the Americas much still remains to be done;

Recognizing that one of the primary deterrents to developing sound projects is the lack of adequate financing; and

Taking into account the role of PASB in promoting water-supply and sanitation programs and coordinating international efforts,

Resolves:

1. To urge Governments to continue giving high priority to water-supply and sanitation programs, and to increase these efforts in small and middle size communities.

2. To request the Director of the Bureau to stimulate further collaboration between the Governments and international agencies in carrying out pre-investment projects and to seek additional extrabudgetary funds to permit providing technical services for project preparation and implementation.

    The Executive Committee,

Bearing in mind that one of the principal goals of the Ten-Year Health Plan for the Americas is the "extension of coverage, including minimal comprehensive services to all the population living in accessible communities of less than 2,000 inhabitants,"

Resolves:

To recommend to the Directing Council at its XXIII Meeting that it consider approving a resolution drafted along the following lines: 2 (For text recommended by the Executive Committee and adopted by the Directing Council after adding paragraph 4 to the operative part, see Resolution CD23.R21.)

    The Executive Committee,

Recognizing the need to fulfill the health targets and priorities of the countries and the Region; and

Considering that country programming processes and the evaluation of the Ten-Year Health Plan for the Americas constitute the basis for the collaboration between PASB and the countries,

Resolves:

1. To request the Directing Council, at its XXIII Meeting, to recommend to the countries that they intensify their efforts with a view to defining their health policies.

2. To insist on the need for the countries to participate more fully in the evaluation of the Ten-Year Health Plan and to improve the evaluation and programming of the international assistance they consider necessary.

3. To request the Director to make available to the Governments the programming and evaluation mechanisms calculated to ensure that the best use is made of PASB assistance and any advisory services they may request in this context.

    The Executive Committee,

Bearing in mind that the Ten-Year Health Plan indicates as a priority goal the extension of health services coverage, particularly at primary level; 3

Considering that in order to achieve that extension, participation by various categories of health personnel and by the community will be required;

Realizing that the training of the necessary personnel implies a close relationship between the health services and the teaching institutions in order to determine both the type and quality and the process of teaching and learning; and

Recognizing that such collaboration must be based on a very wide knowledge of the social and epidemiologic factors involved in the health field and that these must therefore constitute an integral part of health personnel training,

Resolves:

1. To congratulate the Director of the Bureau and his staff on the work carried out so far in the development of human resources.

2. To urge the Director to encourage and support the broadest coordination between the ministries of health, social security systems, other public and private institutions, and the universities with a view to achieving effective integration between teaching and service, and the participation of the universities in planning and training in respect of technical and auxiliary health personnel and of the community.

3. To request the Director to continue to provide support with a view to the inclusion of the social sciences and epidemiology in the training curricula for health professionals at both undergraduate and postgraduate levels, and to encourage research in this field.

CE74.R16

    The Executive Committee,

Bearing in mind that epidemiological surveillance systems are an essential support service for ascertaining promptly the epidemiological situation in the countries; and

Recognizing that few countries have adequate systems of epidemiological surveillance for communicable and parasitic diseases.

Resolves:

1. To recommend to the countries that, in order to develop or establish systems for the epidemiological surveillance of communicable diseases, they take into account the importance of data collections, processing, analysis, and distribution.

2. To emphasize the need for more accurate population data, for which purpose periodic censuses should be conducted and demographic estimates kept current.

3. To request the countries that they report promptly and regularly to PASB cases of communicable diseases and especially epidemic outbreaks that may occur in the Region.

4. To request the Director of PASB to study, in the light of the information provided by the countries, the organization of a system of surveillance for communicable and parasitic diseases so that the epidemiological situation in the Region may be promptly known.

5. To request PASB to continue to foster and support programs for the training of personnel in epidemiology and epidemiological surveillance, at all levels.

    The Executive Committee,

Considering that many Governments in the Region do not possess complete and up-to-date information on the number, type, standing, and degree of utilization of health establishments; and

Recognizing that for adequate country programming it is vital to have detailed knowledge of the characteristics of such establishments, their present functional status, and their potential capacity to produce services,

Resolves:

1. To request the Director to carry out the necessary studies for drawing up uniform criteria for health establishment nomenclature making it possible to analyze the installed capacity of health service systems in the countries of the Region.

2. To request the Director to provide the necessary technical advisory services to the Governments, at their request, for programming, preparing, and analyzing the inventories required, within the financial possibilities of the Organization.

3. To encourage the Governments to carry out such inventories.

    The Executive Committee,

Having carefully examined the Financial Report of the Director and Report of the External Auditor for 1974 (Official Document 135); and

Considering that effective programming and execution of health activities requires information which will enable maximum benefit to be obtained from the projects budgeted for each country,

Resolves:

1. To request the Director to include in future financial reports details of the percentage execution of projects by countries, with reference exclusively to the regular budgets of PAHO and WHO.

2. To urge the Director to set up and put into practice a mechanism for timely review with the Governments of the status of projects, with a view to better investment of the funds appropriated.

    The Executive Committee,

Bearing in mind that the XIX Pan American Sanitary Conference recognized that the provisional draft of the program and budget estimates of the Pan American Health Organization for 1976 (Official Document 129) had been formulated in cooperation with national authorities;

Considering that the provisional draft is subject to further consultations with and study by the Governments to determine their latest desires and requirements:

Having carefully examined the proposed program and budget estimates of PAHO for 1976 (Official Document 134); and

Bearing in mind Article 14.C of the Constitution of the Pan American Health Organization and Article III, paragraphs 3.5 and 3.6, of the PAHO Financial Regulations.

Resolves:

To recommend to the XXIII Meeting of the Directing Council that it approve the appropriation and assessment resolutions shown in Official Document 134.

    The Executive Committee,

Having considered the Final Report of the VIII Inter-American Meeting, at the Ministerial Level, on Foot-and-Mouth Disease and Zoonoses Control (Document CE74/11); 3

Bearing in mind that increased operational costs have made it necessary to reduce the activities planned for the Pan American Foot-and-Mouth Disease Center and the Pan American Zoonoses Center; and

Recognizing the increased number of requests from Governments for technical assistance in the formulation, execution, and evaluation of their programs to control diseases of human and animal significance, which have been possible thanks to financial aid from the Inter-American Development Bank,

Resolves:

1. To request the Director to transmit to the XXIII Meeting of the Directing Council the Final Report contained in Document CE74/11.

2. To recommend to the XXIII Meeting of the Directing Council that it consider approving a resolution drafted along the following lines: 5 (For text recommended by the Executive Committee and adopted by the Directing Council, see Resolution CD23.R17.)

    The Executive Committee,

Having examined Document CE74/13 presented by the Director, which emphasizes that most of the countries have not defined national policies for the use of blood and its components, as well as for the export of blood fractions; and

Considering that the Ten-Year Health Plan stipulates the need to reorganize blood banks in the countries, including the creation of a central reference laboratory for typing blood groups and processing blood and preparing blood derivatives,

Resolves:

1. To urge the Governments to define, in the light of a detailed analysis of the various factors involved in the problem, a national policy for the collecting and distribution of blood and its component.

2. To request the countries to give priority, in the activities for implementing their policy, to the strengthening and control of blood banks as well as to laboratories for typing and processing blood, so that each country may be self-sufficient in this regard.

3. To request the Director of the Bureau to provide such technical assistance as the Governments may require in the definition of their policies and the implementation of them in their programs and activities.

    The Executive Committee,

Having examined Document CE74/16 presented by the Director;

Considering that the programs for the development of health laboratory systems in the countries as a whole have not reached the level the health services require;

Bearing in mind that this need will increase as the countries expand their coverage, in accordance with the goals for the decade: and

Considering that one of the goals of the Ten-Year Health Plan 6 provides for the development of health laboratory systems in at least 24 countries, including the organization of training centers and the preparation of personnel at all levels,

Resolves:

1. To urge the Governments to adopt such measures as are necessary for the appropriate development of laboratory networks in accordance with the programming and expansion of their health services and to give the necessary attention to the reorganization and strengthening of central laboratories.

2. To urge the Governments to expand the training of the personnel needed for organizing and operating these services.

3. To recommend to the Director of the Bureau that he continue to assist the Governments in strengthening and expanding laboratory services in the countries.

    The Executive Committee,

Having examined the report of the Award Committee for the PAHO Award for Administration (Document CE74/4, Add.); and

Bearing in mind the regulations set forth in the Procedure Governing the PAHO Award for Administration,

Resolves:

1. To take note of the decision of the Award Committee to award the PAHO Award for Administration, 1975, to Mr. Dennis Sánchez Acuńa of Costa Rica, for his contribution to administrative management in the health sector of his country.

2. To transmit the report of the Award Committee for the PAHO Award for Administration (Document CE74/4, Add.) to the XXIII Meeting of the Directing Council.

    The Executive Committee,

Having examined Document CE74/22 containing resolutions of the Twenty-eighth World Health Assembly; 7 and

Having taken note of the information provided by the Director of the Bureau concerning the activities being carried out in the various fields,

Resolves:

1. To take note of the resolutions of the World Health Assembly contained in Document CE74/22.

2. To transmit this resolution to the Directing Council at its XXIII Meeting for any action it may deem appropriate.

    The Executive Committee,

Having studied the report on financing the programs for medical and nursing textbooks and for basic diagnostic instruments for medical students (Document CE74/15);

Recognizing the importance of adequate capital to permit this program to meet the demand and needs of the medical and nursing students of Latin America; and

Bearing in mind the authorization of the XIX Pan American Sanitary Conference to seek additional loan funds for these programs,

Resolves:

1. To express its satisfaction with the progress made in serving the educational needs of medical and nursing students through the programs for textbooks and medical instruments.

2. To request the Director to intensify the search for additional loan funds and to explore other appropriate mechanisms.

3. To request the Director to submit a progress report to the Directing Council at its XXIII Meeting.

    The Executive Committee,

Having considered the report of the Director of the progress of the PASB project of assistance to the countries, prepared in compliance with Resolution XXII of the 72nd Meeting of the Executive Committee (Document CE74/12):

Recognizing that studies of this type are essential for ensuring the greater effectiveness and efficiency of health services and are a prerequisite for the achievement of the coverage goals established by the countries through better utilization of the critical resources available, and for finding new solutions to the problem of the delivery of health services;

Bearing in mind that these studies and the implementation of their results are key elements in achieving the goals of the Ten-Year Health Plan, 8 specifically in the planning and administration of health services; and

Considering that in an initial stage the feasibility of carrying out this project in a systematic manner has been demonstrated,

Resolves:

1. To urge the Governments to initiate or expand studies of this type and to apply their results in consolidating and expanding their health service systems.

2. To request the Director to increase the efforts of the Bureau to provide such countries as request it with assistance in this area, taking into account other studies now in progress.

3. To request PASB to keep the Governing Bodies informed of the progress of this project.

    The Executive Committee,

Having as members confirmed the proposed amendments to Staff Rules 230.4, 235.1 and 250 (b) and the revised rate of assignment allowance;

Noting that the Director, pursuant to the decision of the Executive Committee, put the new schedules of annual salaries and allowances into effect as of 1 January 1975;

Having considered the amendments to the Staff Rules of the Pan American Sanitary Bureau, contained in Annex I to December CE74/20 submitted by the Director; and

Bearing in mind the provisions of Staff Rule 030,

Resolves:

To confirm the amendments to the Staff Rules of the Pan American Sanitary Bureau submitted by the Director in Annex II of Document CE74/20, to be effective 1 January 1975.

    The Executive Committee,

Having considered the report of the Director on the comparison of the Staff Rules of the Pan American Sanitary Bureau with those of the World Health Organization (Document CE74/20, Annex II);

Recognizing the advisability of maintaining uniformity of rules for PASB and WHO staff; and

Bearing in mind the provisions of Staff Rule 030,

Resolves:

To confirm the amendments to the Staff Rules of the Pan American Sanitary Bureau submitted by the Director in Annex II of Document CE74/20, to be effective 1 January 1975.

    The Executive Committee,

Bearing in mind that untrained personnel and the lack of maintenance systems for the installed capacity constitute problems in the maintenance of health facilities;

Considering that each country is aware of the need to upgrade its technical capability in support of health care delivery, especially if the increased complexity and high cost of modern medical equipment is taken into account;

Recognizing that the countries that have carried out a national maintenance program have been able to effect savings because of longer equipment life;

Aware that each Government is responsible for developing a mechanism for effecting change in the development of national maintenance systems; and

Taking into account that the situation is aggravated by insufficient budgetary allocations and shortage of equipment,

Resolves:

1. To recommend to the Director of the Bureau that he continue to assist Governments in their efforts to improve and extend the network of health facilities maintenance.

2. To urge the Governments to assign the necessary priority in their national health plans to the improvement of the maintenance of facilities and to the preventive and corrective conservation of medical equipment.

    The Executive Committee,

Having examined Document CE74/17, presented by the Director of the Bureau, on the results of the experience of the countries in strengthening national mechanisms for the coordination of external cooperation in health; and

Bearing in mind the importance of improving the national coordination system in order to ensure better use of the resources contributed by international agencies for the conduct of national health services,

Resolves:

1. To recommend to the Director that he increase the efforts and assistance of the Bureau to the Governments that so request it in order to improve the national coordination systems.

2. To urge the Governments concerned that the studies conducive to a better knowledge of the present status of the national coordination system be carried out in greater depth, and that they establish appropriate mechanisms for improving their efficiency and effectiveness.

3. To invite other international organizations to contribute to the greater success of these activities, through the Governments.

3. To request the Director to report to the XXIII Meeting of the Directing Council on the status of the construction of the two buildings.

Bearing in mind Resolution XXXVII of the XIX Pan American Sanitary Conference, which on the occasion of the International Women's Year urged the Governments to foster greater participation of women in formulating policies and administering health programs, and requested the Director to submit to the 74th Meeting of the Executive Committee and the XXIII Meeting of the Directing Council a report on those activities and especially the role played in them by PASB;

Having examined the report of the Director (Document CE74/10) which details the activities carried out by PASB both in connection with the preparation of the Conference of the International Women's Year (Mexico, D.F., June 1975) and its participation in that meeting and in similar meetings organized in various countries in the Region with the assistance of other international agencies;

Recognizing the special efforts the different levels of PASB have been making in the area of educational dissemination and motivation in order to analyze the role of women as staff members, without discrimination of any kind; and

Considering that the protection of women's health, their education, and their right to work are indispensable to their welfare and that of the community,

Resolves:

1. To thank the Director of the Bureau for the report presented (Document CE74/10).

2. To recommend to the Directing Council at its XXIII Meeting that it promote the interest of the Governments in assigning the required priority, according to the problems of each country, to the protection of women's health, in order to ensure their own welfare and that of their families, contribute to the socioeconomic progress of the community, and promote harmonious relations between the countries.

3. To request the Director to continue to provide the necessary assistance so that the countries that request it may, in accordance with the specific resolutions of the Special Meetings of Ministers of Health of the Americas, strengthen activities for promoting the health and welfare of women, especially in their employment and in their irreplaceable role in the formation of families and care of children, as well as in the assignment of levels of responsibility in conducting such activities and programs.

4. To urge the Bureau to seek ways to assure participation of women in health planning, decision-making, and development programs, in order to utilize better the capabilities of women in health service delivery, and to encourage Member Countries to do likewise, in an effort to expand the human resources required for developing adequate health services.

5. To request the Bureau to enlist the interest of other international agencies so that in the future an intersectoral plan may be drawn up and implemented, the objectives of which would be, inter alia, to ensure the most appropriate health conditions for women as a prerequisite for their valuable and equitable participation in the economic, social, and cultural development of the countries of the Region, in the context of the actual conditions in each country.

Having adopted a number of resolutions, the most important being Resolutions XIV, XVIII, and XIX; and

Having considered the report on the most outstanding accomplishments of the Caribbean Food and Nutrition Institute (Document CE74/14), submitted by its Director in accordance with Resolution XXVI approved by the Executive Committee at its 72nd Meeting;

Recognizing the need to use a multidisciplinary and intersectoral approach in dealing with food and nutrition problems, emphasizing the role that should be played by the health sector;

Bearing in mind the difficult world food situation which affects the Region, especially those countries that import large quantities of basic food-stuffs, and its obvious consequences for the health of the most vulnerable groups of the population; and

Convinced of the need to support subregional food and nutrition centers that will enable the countries to conduct programs for investigating problems, finding feasible solutions, and strengthening nutrition services, both in the health sector and in other sectors connected with food and nutrition problems,

Resolves:

1. To congratulate the Bureau and the Caribbean Food and Nutrition Institute for its valuable contribution to the improvement of health and nutrition in the Caribbean area which UNICEF recently recognized by awarding it the Maurice Pate Prize for outstanding accomplishments in the field of applied nutrition.

2. To request the member governments of the Institute to provide further policy and budgetary support to enable it to increase its advisory services to the countries of the Caribbean area.

3. To instruct the Institute to give maximum support to public health nutrition activities in the countries, so that the strategy adopted for the control of gastroenteritis and infant malnutrition may be effectively applied.

4. To recommend to the Institute that it devise simplified methods for monitoring the food situation and nutritional status of the population, and for conducting efficient programs of nutrition education and dissemination of information, and supplementary feeding in order to attain proper maternal and infant nutrition.

5. To request the Director of the Bureau to make arrangements for periodically evaluating the work of the Institute so as to ensure that its contribution to the improvement of health and nutrition in the Caribbean area will be even more effective.

Having examined the report of the Director on the comparison of employment conditions of general service staff of the Pan American Sanitary Bureau with those of the World Health Organization and other organizations of the United Nations common system (Document CE74/18);

Having reviewed the position of the staff representatives on entitlements for general service staff (Document CE74/18, Annex III);

Recognizing the advisability of maintaining uniformity of policies and practices for employees of PASB and WHO,

Resolves:

1. To approve the proposal of the Director to recognize any general service staff member recruited previously or in the future from outside the country of the duty station as having been internationally recruited and, beginning 1 January 1975, to be provided with all the entitlements of internationally recruited staff in accordance with the Staff Rules of the Pan American Sanitary Bureau.

2. To suggest to the Director, in applying the provisions of paragraph 1 with respect to general service staff members who were on duty on 1 January 1975, that he authorize home leave time in such a way as to distribute the benefit over a two-year period, taking into account the desires of individual staff members and total seniority in years of service with the Bureau.

3. To take no further action on the proposal set forth in the circular letter of 13 January 1975 (CONF-CL-C-3-75).

Bearing in mind that the annual budgetary allocations made by PAHO to the countries should correspond to the established major health needs and priorities of the Governments in their requests for technical assistance; and

Considering that this makes it necessary for the various stages of preparation of the budget estimates to be completed as effectively as possible,

Resolves:

1. To urge the Director of the Bureau to give precise instructions to the PAHO/WHO Country Representatives and to the Zone Chiefs, so as to ensure from the outset the active participation of the Governments in the preparation of the preliminary draft of the proposed budget estimates.

2. To request the Director to take the necessary steps to ensure the distribution of the proposed program and budget estimates to the members of the Executive Committee sufficiently in advance of the meeting of that Governing Body.

3. To ask the Director to appoint a committee for the purpose of recommending indicators to assist him in establishing provisional allocations of budgetary amounts for each country which will be commensurate with the technical assistance requirements for the projects requested by the Governments according to their own priorities and those established by the Organization.

Bearing in mind Rule 14 of the Rules of Procedure of the Executive Committee,

Concurring in the suggestion of the Director to the effect that the representatives of the Executive Committee might take a dynamic role with respect to the explanation and defense of the program and budget estimates recommended by the Committee while they are under consideration by the Directing Council or the Conference; and

Recognizing that a change in the representation of the Committee in the Directing Council and the Conference will require changes in the Rules of Procedure of the Executive Committee,

Resolves:

1. To amend Rule 14 of the Rules of Procedure of the Executive Committee, to read as specified in Document CE74.3, Add. II.

2. To authorize the Director to arrange for the attendance at this and future meetings of the Directing Council and the Conference of up to three representatives of the Committee.

3. To request its representatives to interpret the views of the Executive Committee to the Directing Council or to the Conference with respect to all of the Committee's actions and recommendations, but with special attention to the program and budget estimates recommended by the Executive Committee.

4. To designate Dr. Roberto Pereda Chávez (Cuba), Chairman, to represent the Executive Committee at the XXIII Meeting of the Directing Council, XXVII Meeting of the Regional Committee of WHO for the Americas.

5. To designate Dr. W. J. S. Wilson (Jamaica) to serve as alternate, in case Dr. Pereda is unable to attend.

6. To designate Dr. Everardo González Gálvez (Panama) and Dr. Robert de Caires (United States of America) to attend the same meeting, together with the Chairman or his alternate, and Dr. Luis A. Valle (Bolivia) and Dr. Gaston Deslouches (Haiti) as alternates.

7. To designate Dr. González, Dr. de Caires, Dr. Valle, or Dr. Deslouches, in that order, to serve as principal representative, in the event that neither Dr. Pereda nor Dr. Wilson is able to attend, and each in order to serve as designated members in case the preceding member is unable to attend or has been designated to serve as principal representative.
